    From Wikipedia: Richard Weston, 1st Earl of Portland, KG (1 March 1577 - 13 March 1634/1635), was Chancellor of the Exchequer and later Lord Treasurer of England under James I and Charles I, being one of the most influential figures in the early years of Charles I's personal rule and the architect of many of the policies that enabled him to rule without raising taxes through Parliament.

    Sir Richard Weston was knighted by King James I on 23 July 1603, raised to the peerage by King Charles I on 13 Apr 1628, as Baron Weston of Neyland. He was also appointed Lord High Treasurer on 23 July 1628, and declared the first Earl of Portland on 17 Feb 1632/3.

    His nephew (his sister's son), Jeremy Clarke, became a Governor of Rhode Island in the American colonies.
